CoTs is a mature, woman-owned small business with a core focus on providing software and systems engineering solutions and services since 1992. We bring a depth of understanding and experience at both the Federal contractual and technical level to consistently deliver to our customers the very best value, price, and performance. CoTs excels at partnering with our clients to develop solutions designed to improve the attainment of their mission, goals, objectives, and needs within their budgets. The client and the client’s core business areas are our focus. We assess needs and capabilities, identify gaps, and fill those gaps by hiring the subject matter expertise needed, or through teaming. We combine client partnership with industry best practices, technology, and expertise into one cohesive team to deliver award-winning services. This approach has enabled us to complete a wide spectrum of projects across the DOD and other Federal Departments and Agencies with great success.

MEET THE TEAM
Ann Marie Gillikin, President, CEO/CFO
As CEO and CFO, Ann Marie is responsible for executive management and oversight of corporate and financial strategies, processes, and operations. With over 20 years of defense contracting and finance experience, she executes all areas of accounting with high accuracy and attention to detail resulting time and again in successful audits and with GAAP, FAR and DCAA compliance. Ann Marie attended Virginia Tech and graduated Magna Cum Laude from Strayer University with a bachelor’s degree in Accounting. She also holds a Master’s Certificate in Government Contracting from George Washington University. When not in the office Ann Marie can be found spending time with family, friends and rescue dog Beli, supporting local animal rescue groups or cheering on the Hokies.
Hieu Tran, Vice-President, CIO
As CIO, Hieu is responsible for IT strategy development, business development, and building long-lasting client relationships in the government and private sectors. Hieu has over 20 years of experience managing large-scale IT solutions, system implementations, and developing IT strategies by leveraging best practice process methodologies. He works with executive leaders to understand their mission and vision, conduct IT assessments, develop customized IT goals, and implement an IT budget plan while analyzing and reworking business processes and technology infrastructures. When not providing technical leadership to executive team members, Hieu enjoys fishing on his kayak or being out on the Chesapeake Bay trying to reel in the "big one" that always seems to get away.
Evan Ross, Senior Program Manager
As the Senior Program Manager at CoTs, Evan currently manages three separate programs for both international and domestic customers in the fields of arms control data automation and compliance. He has provided award-winning service to his customers for over 20 years, helping them find the effective business processes and technical solutions that are quick, effective, and scalable. Evan works closely with his customers and users from all over the world to manage priorities, mitigate risk, and deliver effective solutions. He holds a bachelor’s degree in Management Science/Decision Support Systems from Virginia Tech and can often be found spending time with friends and family, rooting for the Washington Nationals, and fruitlessly trying to improve his guitar playing.
