Mr. William (Bill) Hamlin has been named Employee of the Quarter for the 1st Quarter, FY2009. Bill has been an absolutely critical element to the curriculum revision effort of the Expeditionary Warfare School Distance Education Program (EWSDEP) initiative. His technical expertise, combined with his knowledge of distance education delivery techniques ,have been instrumental in the fielding of the new curriculum that supports the educational needs of the College of Continuing Education.
Bill's specific accomplishments include:
- Developed new lesson on Information and Knowledge Management which is based on a soon-to-be-published Marine Corps doctrinal publication. (Resident school was not aware of the new doctrine until Bill informed the appropriate people). - Revised Warfighting-8651 to more closely align the nonresident and resident programs. For AY-10, moved Command and Control from 8652 to 8651 where it is more appropriately placed with the other warfighting functions. He then developed a new 8652 course (centered on the previously mentioned lesson) Information and Knowledge Management.
- Coordinated the development of Question Mark exams to be used on MarineNet. Bill took it upon himself to become the "duty expert" and tremendously aided everyone in transitioning to a program that is not always user friendly from a document development standpoint.
- Developed new AY09 exams for Warfighting, C2IM, and MCPP along with detailed grading rubrics. These new exams are either scenario-based or short answer. The 8651 and 8653 assessments are probably the most thought-provoking of our seven courses.
- Revised the Marine Corps Planning Process Course with the addition of a new lesson on deliberate planning. This new lesson replaces Lesson 1 of the MCPP IMI as Lesson 1 was inadequate in accomplishing learning outcomes and educational objectives. The new lesson is based on the doctrinal publication MCDP 5, Planning. This shores up what was the only real weakness in the MCPP IMI, and it should be very well-received.
- Developing a new lesson on Operational Culture. (Based on the new book from the Marine Corps University Press, "Operational Culture for the Warfighter: Principles and Applications").
Bill's exceptional contributions to the advancement of our customers’ mission is highly worthy of recognition. Congratulations, Bill, on being selected as CoTs Employee of the Quarter!
