Mr. Gill has over thirty years of experience in Executive and Program Management positions in the Federal Technical Services Industry. He has held positions of progressively higher responsibility from the “ground” up – from programmer through Vice President (VP) of Operations and Business Development. He has an extensive background in system integration, software engineering, network operations, and program development. His expertise covers the full range of business development and system engineering disciplines including: acquisition and cost benefit analysis, requirements analysis, design, development, test, integration, and training. These disciplines have been employed on major database management systems; intelligence, surveillance and reconnaissance systems; command and control systems; and in providing technical and management direction to Network Operations Centers, Computer Operations Centers, and Help Centers. He provides program/project management for CoTs Studies and Analysis core business area supporting the following DOD agencies: Defense Modeling and Simulation Office (DMSO), National Ground Intelligence Center (NGIC), Threat Systems Management Office (TSMO), ODS Program Analysis and Evaluation (OSD/PA&E), and the Air Force Studies and Analysis Agency.
